Description:
Certified Community Behavioral Health Clinics (CCBHCs) in Nebraska provide around-the-clock care to any individual who may need behavioral health services and support. CCBHCs offer a comprehensive approach to integrated physical and behavioral health services and increase access to care, enable providers to incorporate evidence-based practices, and further establish care coordination. This interactive panel with representatives from each Nebraska CCBHC discusses the CCBHC model and its impacts, key challenges and emerging needs, and insights to strengthen community collaboration.
Objectives:
- Define the CCBHC model and how it impacts behavioral healthcare in Nebraska.
- Describe key challenges and emerging needs faced by CCBHCs across Nebraska.
- Apply insights from CCBHC representatives to strengthen collaboration and improve behavioral health service delivery.

About the Speakers

Allison Aschoff
LIMHP, LADC, CPSS
Allison Aschoff has been with The Well for 8 years and currently serves as Director of the CCBHC. She is a dually licensed therapist (LIMHP, LADC, CPSS) and was the agency’s first outpatient therapist. Alli is passionate about continuing to grow The Well and expand access to quality behavioral health care in their community. She participates on the BHECN Advisory Board through Wayne State College to support student involvement and internship programs at the college that started her career. Outside of work she chases three children around and spend her time coaching and as the District Commissioner for youth softball.

Jessica Barnes
LICSW
Jessica Barnes has worked in the behavioral health field for nearly 20 years in various roles. Most recently, Jessica has taken on the CCBHC Project Director role at Heartland Counseling Services. Prior to this, Jessica was the Community-based Service Director and also provided therapy for many years. Jessica is committed to improving behavioral health access within the communities she serves, specifically in rural areas and to the most vulnerable populations.

Mindy Blair
MHR, LMHP, LMHC
Mindy Blair is the CCBHC Community Impact Administrator at Heartland Family Service and has been working with adults with serious mental illness and their families for more than 25 years. She received her Masters of Human Relations degree from the University of Oklahoma. Her experience includes inpatient, partial hospitalization, Assertive Community Treatment, First Episode Psychosis, and now works to implement CCBHC across 2 states for Heartland Family Service. Mindy has been responsible for implementing evidence-based programming and has presented at the local, state, and national level.

Isaac French
MA, LSSBB
Isaac French is Executive VP & COO at CenterPointe, where he leads strategic initiatives in quality improvement, data analytics, and leadership development. With a background in mental health and substance use care and as a Lean Six Sigma Black Belt, he specializes in driving operational efficiency, enhancing behavioral health outcomes, and fostering strong organizational culture. Isaac also facilitates Centerpointe Leadership Academy and serves as the Evaluator for their federal CCBHC grant, aligning data-driven insights with mission-focused care.

Teresa Coder
M.A.
Teresa Harm Coder is a seasoned healthcare and nonprofit leader with extensive experience in program performance, strategic planning, and community health. She serves as Vice President of Program Performance at Lutheran Family Services and previously led Clinic with a Heart, a free clinic, through major growth and service expansion. Teresa also held leadership roles at Ameritas and Madonna Rehabilitation Hospital.

Todd Reckling
MPA
Todd Reckling is a seasoned human services leader with extensive experience in integrated health care, child welfare, juvenile justice, and large systems. He serves as Chief Program Officer at Community Alliance and has held executive leadership roles across Nebraska’s largest public and nonprofit systems including former DHHS Director, Division of Children and Family Services in charge of statewide programs and reforms. He holds a Master of Public Administration from the University of Nebraska at Omaha and a Bachelor of Arts in Psychology from Creighton University.

Bob Shueey
MHA
Bob Shueey began working for South Central Behavioral Services (SCBS) in 2005 as a direct care staff after completing his undergraduate practicum with SCBS. Having worked in many various roles throughout the agency, he became CEO in 2022.
These trainings were funded in whole or in part by funds from the SAMHSA Community Mental Health Block Grant, SAMHSA Substance Abuse Prevention and Treatment Block Grant and state funds sub-granted from the Nebraska Department of Health and Services, Division of Behavioral Health.
